Personality
Scarlett is quite cocky. She has every right to be. She knows what she's doing and she knows how to do it. Her parents never settled for less than top marks. She is friendly enough to most people unless they pose a threat to her position as the best. In that case, the claws come out and she will do what she can to demoralize her rivals. Certainly not the nicest person to cross, and a tendency towards being too clever and too cunning for the comfort of others. Hence why she's a slytherin.

History
Scarlett always knew about magic, and so was raised very much in its culture. The hogwarts letter was no shock. It would've been a shock if she hadn't gotten it. Her parents raised her to be the best in school so that she'd be in the habit of working hard once she got to Hogwarts. Its not so much that being the best is all Scarlett cares about- its simply all she knows.
