CeCe comes across as the biggest ditz, even though she really isn't.  Due to her past experiences, she believes that people don't like smart girls, shows she does everything to act like she is just a dumb blond.  She is convincing at this as she feels like she would not have any friends if she acted like her normal self.
 
She is nice and sweet to most people as all she really wants is for people to like her, unless they piss her off.  Then she can be a little firecracker.  CeCe is generally nice to everyone and is very approachable.  She isn't the type to blow people off and ignore them.

History
History:

CeCe is smart, a genius you could say.  Well actually, she is a proven genius.  Due to this, she has always been separated from her peers.  She does not try to act like a know-it-all, but at times she just can't help it.  If she knows the answer, she will answer the question.  Most of the other students did not like this about her.

So this was bad to begin with, but she got put into advanced learning schools, hoping to curb the amount she was bullied.  But "advanced" students still didn't like the "little nerdy" girl showing them up.  And, in the nature of people, CeCe became the object of torture at her middle school.  She was made to clean up after the popular girls and the like.

She had hoped this would all change when she reached high school, but it only got worse.  In the end she found her acceptance letter to Velubian after the final day of her freshman year.  It took her the whole summer to convincse her father to let her go, but in the end she got her way.

Before leaving, she got a make over from her older step-sisters.  Overnight, the frumpy geeky CeCe was replaced with a new person.  She went from a know-it-all to a ditz.  She was invited to join the Princesses at lunch on her first day and none of them know the truth about the real CeCe.
