haha, I started rp'ing here when a friend invited me to the board so... I didn't have to suffer the whole: look for a rp, look for people-ordeal. and, even though the community isn't as big as other places, i just got really used to it (and its pace). generally, though, i suggest that people either hit the road running and join a group game (if they're into that). the featured games are usually a pretty safe bet (and this time's featured games, i think, align with your preference. i know the game is a little... quirky?? but it's haha, light-hearted). and if group games aren't an option then the one/one search threads is the best place to look, yenno? i see a lot of people making search threads the moment they join and that's cool. it's good to let people know what you want, but it might be easier to just find someone else that shares your interest (check the existing threads, check when the thread was last updated) and give that person a head's up. people here are pretty friendly. ;D but yeah, really depends on what you're looking for and such.
