Personality
The best word to describe Neil is ambitious. Since finding out he was a wizard he has done mountains of research on them and all signs point to the same thing. He would be much more powerful in both worlds if he embraced his wizarding heritage than he ever would if he was just a muggle. Hang what his parents said, this would be his new life from now on.

He just found out he was a wizard.  He has done everything to find out as much as he could about the wizarding role.  He is very smart and was going to go to a very good muggle school.  Because of this, his parents are not too keen on him entering Hogwarts.  They would rather him to stay in their world.
