Some additional information about the missions, which may not have been made clear.
1. M-1 takes place in a base district, which means you expect to see poverty and dirtiness. I think this was well-covered in the introduction (i.e. Minister's narrative), but there are some aspects I want to clarify on. First, the city is not in ruins. It may be old and impoverished, but the city is not a collective group of broken-down, low-tech homes. There are physicians, lawyers, and teachers living in these areas as well (although their neighborhoods tend to be better kept, less outdated, and relatively "nicer"). A good way to understanding how base districts are is to imagine cities like Oakland, California. There are potential gangsters loitering around, graffiti covers most of the walls, and buildings look depressed and aged (but aren't riddled with holes). Having said that, the city still has its "wealthy" areas, which is separate from the poverty experienced in MOST of the city. The primary difference between the base districts and the prime districts is the amount of pollution and general orderliness of the city (as a whole). Base districts have smog and heavy pollution. It is also generally more dangerous to live in a base district than it is to live in a prime district (disproportionate amount of crime). And, it should go without saying, that the per capita in prime districts are also significantly higher than in base districts. If there are any questions about the setting, please let me know.
2. M-1 and M-2 are an investigative missions, which means you guys have full control over what you guys want to do and how you guys want to go about doing it. You guys take direction and, as you explore/investigate, I will generate events along the way. There is no WRONG direction to take. I will always make clues readily available no matter how you guys decide to tackle the issues. For instance, in both cases, you guys may interrogate certain individuals or you can observe the various crime scenes. Specifically, M-1 has the police's aid at their disposal (and can therefore visit the morgue for the medical examiner's report, discuss the police's findings, etc etc etc). M-2 will be trickier as there is NO police collaboration. M-2 will have to rely on individual investigative work (i.e. going to the crime scenes, which have not been preserved, examining the victim's body, which has not been surveyed by medical personnel, talk with the employees, etc etc etc). As you guys investigate and develop, more will be revealed and more options will be made available. Having said all of this, for M-2, you MAY go to the police if you think it will help you. The only thing that prevents you from going directly to the police is the Madam's request. Just know that a) it will most likely piss of the Madam and b) there is no action that does not have a reciprocal reaction. Have fun.
3. There are certain aspects of M-2 that must be made clear. First, the Madam runs an "entertainment" business. Her employees are all young and pretty and know how to dance, sing, or play an instrument. If it helps, imagine a well-trained, well-established geisha. They keep the customers entertained and in good-company. Big businesses some times host dinner parties at this establishment because it is a "refined" type of luxury. Having said all of this, the underlying message should be that the Madam is running a business that caters to more than just chit-chatting. Although prostitution is ILLEGAL, there are plenty of high-class escort services throughout the city. They are, however, all on the down-low and are not advertised. It is UNCLEAR whether or not the Madam is running a pricey brothel and, naturally, she won't say. There are also men employed in the Hana no Uchi, but they are kept in the kitchens (as chefs because this place also has food served to guests) or stuck doing labor-heavy work (cleaning, repairs, etc).
